Ownership of all Iintellectual Property  (IP) and other proprietary rights in the Ontario Parcel data belong to the Municipal Property Assessment Corporation (MPAC), the Government of Ontario (Ministry of Natural Resources), and Teranet and its suppliers.

Municipalities that would like to use Ontario Parcel data are asked to sign a licence agreement. This agreement will contain the grant of licence rights, limitation of liability, indemnities and IP rights and other terms and conditions. As part of this internal use licence, there is no limitation placed on how municipalities use licensed data so long as it is used for internal municipal purposes.

Municipalities can also sublicense Ontario Parcel data commercially. Such sublicensing is subject to special terms and conditions and payment of royalties in certain circumstances.

For municipalities, delivery particulars (e.g. data format and content, delivery frequency and support) may be set out in the licence agreement or addressed through a separate delivery services agreement.

Private sector clients can acquire an end-user licence to use the Ontario Parcel data in their day-to-day internal business activities.

With the approval of Teranet, MPAC and MNR, accredited Ontario educational institutions can also license data from Teranet, MPAC or MNR for educational purposes on an end-user basis.

Clients interested in sublicensing Ontario Parcel data and value-added products and services to their customers will need to sign a Value Added Resellers Agreement.
